Those who could not meet these criteria in the previous year can submit their documents for the last two years. In this case, it is checked whether the qualification criteria are met based on the average of the monetary amounts of the last two years. According to the values shown in the summary of the self-employment earnings book prepared and approved in accordance with the relevant legislation, given by the self-employed person, the ratio of the total income to total expenses for the last year or the ratio to be found on the average of the monetary amounts of income and expenses for the last two years is required to be at least (1.25). The self-employment earnings book summary must be approved by a certified public accountant or independent accountant or the tax office. In this case, ratios to be calculated based on the balance sheets or necessary sections above are not required.
