The necessity was recorded by the Determination Commission on 06/01/2021. In Article 39 of Law No. 3194; " (Amended paragraph: 4/7/2019 - 7181/12 art.) The municipality or governorship shall notify the owners of the abandoned structures determined by the governorship to pose a danger in terms of general security and public order, and the buildings determined by the municipality or governorship to be dangerous enough that some or all of them may be demolished, within three days to list their addresses in the address-based population registration system according to the degree of danger. Such notification is made to the owner of the building. If this cannot be done, this situation is announced on the website of the administration that made the notification for 30 days and the notification document is hung on the dangerous building in place of the notification and the situation is determined with a report together with the headman. A notification for evacuation is also made to those who reside in the building other than the owner (Amended paragraph: 4/7/2019-7181/12 art.). or if the dangerous situation is not eliminated by the building owner within the period determined by the relevant administration, which is not to exceed 30 days following the announcement, the removal of the danger or demolition works will be carried out by the municipality or governorship and the cost will be collected from the owner of the building with 20% more. If the invalidity of the relevant person is proven, the cost will be covered by the municipality or governorship's budget, without the need for a court decision.
